I would like to create a pass rule that gives a specified discount on a maximum of two tickets for each event, but does not stop the pass holder from purchasing more than two tickets.

So, if a passholder purchases 6 tickets for an event, two of the tickets would have the discount applied, and the other four would be at full price. We want to be able to restrict the discount, but not the number of tickets sold.
