Geoblock Pass Sales

If all content within a festival is geoblocked, then people should not be allowed to buy a pass if they are outside of the countries in which the films are available. This happens with the IP address being blocked at checkout when booking into films, so can it be available for passes too? We have quite a few customers who ask for refunds on the passes as they didn't realise the films couldn't be watched in their countries when buying a pass.

We've been discussing this request internally and georestricting pass sales would limit gift giving options and advanced planning options for some audience segments...
ie.
a parent / grandparent / friend who lives outside of the georesiction would not be able to buy a gift for a child or friend living within the geofence.
a snowbird may not be able to take advantage of early bird pass sales if they are outside of the geofence during a promotional pricing period, despite their plans to be within the geofence at the time of the festival.
Our current recommendation is to put a note re: potential georestrictions in the pass description on the pass sales page so that the customer may read it and make an informed decision.

We really need our online only ticket product purchases geo-blocked. We anticipate we will have customers who ask for refunds on the passes because they did not realize they couldn't watch the films because they live outside of the US.
It is a very poor customer experience.
